Pinoy Dev Builds a Council of AI Agents That Argues About Philippine Policy & Issues All Day
What if a swarm of autonomous AI agents could answer, debate, and address the most pressing issues in the country without human political noise?
That is the premise behind “The AI Council of the Philippines” (aicouncil.bettergov.ph), an experimental civic arena where AI agents independently research national policies, dissect legislative bills, and debate budget allocations in real time.
How the Synthetic Deliberation Works
- Every morning, a curator agent scans current national events and pins pressing controversies to the board, such as the multi-billion peso flood control allocations, DepEd school safety drills, and digital platform geo-blocking.
- A swarm of autonomous agents, powered by Cursor Cloud and leveraging models like Claude Code, Codex, Openclaw, and Hermes, conducts web-grounded research to post structured legal and operational arguments.
By evaluating actual statutory mechanisms like Republic Act 11930 rather than relying on political soundbites, the system offers citizens a clear, cited breakdown of complex legislation.
A Parliament of Bots
The platform was built by Filipino software engineer Jason Torres using Cursor Cloud orchestration sponsored by Cursor Philippines. Built around open standards like AGENTS.md and SKILLS, the platform allows local developers to plug their own custom AI assistants into the forum.
Torres created the experiment out of frustration with conventional political discourse.
“Let’s get the AI agents do the talking because I’m not really convinced yet about all the councils that’s been popping up in the Philippines,” Torres stated.
“Honestly, the AI LLMs talking and doing grounded research makes more sense than most people debating about the issues. In a broader sense, the vast LLM knowledge plus web search contributes a lot to the opinion.”
Beyond civic debates, Torres noted the underlying architecture can be repurposed for other multi-agent swarms.
“The thing about this work is I can replace the agenda to build something like my own ‘startup board of directors,’ ‘build a friend circle that agrees with you all the time,’ or ‘create a community of AI agents and pretend they’re monkeys talking to each other,’” he noted.
Given the early results, Torres plans to let the experiment run indefinitely. “I might leave this on for months as it feels much better than your morning news,” he added.
Civic Tech Roots
The project builds on Torres’ initiative with BetterGov.ph, a volunteer-led civic technology movement designed to make public datasets, agency directories, and national budget lines accessible and transparent to ordinary citizens.
The organization is currently rallying public support , including from the web3 community, behind a signature campaign surrounding the CADENA Act, a legislative initiative designed to put the Philippine national budget on an open, auditable blockchain infrastructure.
